The Arizona Unified Transportation Registration and Certification System (AZ UTRACS) is a centralized database of companies that have indicated that they are ready, willing and able to perform work on federally funded ADOT and local government transportation projects in the state of Arizona. This new database/web portal combines the Arizona Unified Certification Program (UCP) database/website and the former Civil Rights Vendor Registration website into one comprehensive web portal.

The AZ UTRACS database/web portal also contains Certified Disadvantaged Business Enterprises (DBE) and registered Small Business Concerns (SBC) throughout the state of Arizona. Companies that are Prime Consultants and Contractors on federally funded ADOT contracts can also use the system to report contractually required DBE utilization and labor/certified payroll information online.

UTRACS Registration

For companies that are ready, willing and able to perform work on federally funded transportation projects in Arizona.

ALL companies must register as an AZ UTRACS Vendor to bid on or do business with ADOT on Federally funded projects.


Locate and identify Registered Prime Consultants, Contractors and other Registered Transportation Vendors.

DBE Certifications

For companies that meet the requirement found in 49 Code of Federal Regulation, Part 26 and want to be DBE Certified.

For certified DBE firms to complete an annual update to maintain their DBE certification.

SBC Registrations

For companies that meet the Small Business Administration size standard average annual income criteria for their primary NAICS code.

For SBC registered firms seeking to update their SBC registration.

DBE & Labor Compliance

Planning, Design and Construction companies that have federally-funded contracts with ADOT must use the system to report DBE utilization, and payments, as well as upload and track certified payroll and other labor compliance requirements.
